国家角色模式的演变主要着眼于国家任务的承担及其实现方式的变化,近代以来,国家角色模式经历了从夜警国家到福利国家再到担保国家的三次嬗变。民营化及公私合作的发展促使国家与私主体越来越多地共同承担公共任务,分担了福利国家的给付之累,也促进福利国家模式向担保国家模式转变,其中,行政任务的民营化及公私合作是担保国家模式的主要背景,担保国家理论便是要探讨在民营化及公私合作背景下国家对公共任务的最终落实如何承担担保责任。担保国家与合作国家内涵相近但各有侧重,且均有重大意义。  相似文献

The increasing elderly population puts significant health, economic, and social burdens on society. Physical activity is one of the most cost-effective ways to maintain the health of the elderly. This study adopts a treatment effects model to investigate the causal relationship between environment attributes and physical activity among the elderly, while taking endogeneity into account. The data were collected from 274 participants by face-to-face interviews in Taichung, Taiwan. Performing physical activity regularly in parks is the most important measure of the amount of physical activity by the elderly. Providing sufficient and accessible parks in metropolitan residential neighborhoods could be one of the most cost-effective ways to promote physical activity for the elderly living in midsize Asian cities.  相似文献

In the last two decades, the Portuguese Government has responded to the decline of centres of commerce. In this paper, we analyse the three different experiences of town centre management (TCM) schemes developed in Portugal since the turn of the millennium. The first two stages were developed using public sector initiatives and their impacts were limited. The third stage is still under way and is composed of private projects created by local business owners. Taking Lisbon as a case study for this third stage we conclude that these projects have become a pro-active means of intervention in Portuguese town centres.  相似文献

This article focuses on the official and semi-official Iranian coverage and representation of the 1981 republican prisoners’ hunger strike in Northern Ireland and the related corporeal constructs of the hunger strikers as ‘martyred’ bodies. The particular characterization and utilization of Irish republican hunger strikers by media outlets, officials, and other propagandists of the Islamic Republic of Iran (IRI) was an instance of groups outside Northern Ireland appropriating Irish nationalist bodies for their own ends. IRI commentators re-articulated the starving bodies of Irish republican hunger strikers, re-infusing them with symbolic meanings in a cross-cultural and ideologically laden configuration in the service of IRI’s self-projection as the patron of worldwide struggles for justice and liberation against the twin forces of imperialism and domestic opponents. In the process, IRI added its own layers of agency and politically crafted somatic meaning to the hunger strike. Meanwhile, IRI’s extensive advocacy of the republican hunger strike in Northern Ireland was eagerly welcomed by the Provisional Irish Republican Army (PIRA), to which most hunger strikers belonged; with PIRA and its political wing, Provisional Sinn Féin, hoping to secure diplomatic recognition, and possibly material aid, from the Iranian government for bolstering PIRA’s domestic and international standing vis-à-vis the British government.  相似文献

The term “biodiversity” is often used to describe phenomena of nature, which can be studied without a reference to the socially constructed, evaluative, or indeed normative contexts. In our paper, we challenge this conception by focusing particularly on methodological aspects of biodiversity research. We thereby engage with the idea of interdisciplinary biodiversity research as a scientific approach directed at the recognition and management of contemporary society in its ecological embedding. By doing this, we explore how research on and assessments of biodiversity can be enhanced if meaning, aspiration, desires, and related aspects of agency are methodically taken into account. In six sections, we substantiate our claim that the discourse on biodiversity (including the IPBES (Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services) debate) is incomplete without contributions from the social sciences and humanities. In the introduction, a brief overview of biodiversity’s conceptual history is provided showing that “biodiversity” is a lexical invention intended to create a strong political momentum. However, that does not impede its usability as a research concept. Section 2 examines the origins of the Convention on Biological Diversity (CBD) by way of sociological discourse analysis. Subsequently, it proposes a matrix as a means to structure the ambiguities and tensions inherent in the CBD. The matrix reemphasizes our main thesis regarding the need to bring social and ethical expertise to the biodiversity discourse. In Section 3, we offer a brief sketch of the different methods of the natural and social sciences as well as ethics. This lays the groundwork for our Section 4, which explains and illustrates what social sciences and ethics can contribute to biodiversity research. Section 5 turns from research to politics and argues that biodiversity governance necessitates deliberative discourses in which participation of lay people plays an important role. In this article, I investigate commodification discourses and ideologies of English from the perspective of Nepali tourism workers. Drawing data from interviews with porters and trekking guides in Nepal, I argue that English is not seen as merely a transactional means to convey meaning; it works in combination with the traditional form of labor and care in the local economy, establishing itself as a powerful tool to establish closer interpersonal relationships, enhance such interpersonal relationships for economic gains and commodify local identities and cultures in the tourism market. The interview and ethnographic details show that language learners are agentive and capable of making sense of their actions by positioning themselves variously in terms of ethnicity, economic class and job category. These workers think that tourists' linguistic and financial resources are the empowering tools that enable them to travel to locations that they want. They also want to empower themselves with English skills and translocal imaginaries to travel and see the world beyond their immediate reach. Repertoires in English are considered as instruments to mediate their imaginaries and the foreign worlds they want to be part of.  相似文献

In this paper, I explore the limitations of Bourdieu’s “capital” with the help of Burke’s four master tropes: metaphor, metonymy, synecdoche, and irony. Both Bourdieu and Burke were concerned with theoretical reductionism. I claim that Bourdieu could not help but be reductive insofar as his metaphor of capital became the totalizing lens through which he understood society. First, I review Bourdieu’s forms of capital, noting how capital serves as the sine qua non of his theory of practice. Second, I situate Bourdieu within the PR literature. Third, I read Bourdieu’s “capital” through Burke’s (1941) four master tropes. Reading Bourdieu through Burke enables PR scholars to better understand the limitations in Bourdieu’s terminology, which leads to debunking, materialist reductionism, and relativism. I conclude with implications for future research adopting Bourdieusian and Burkean approaches to public relations.  相似文献

Though there is evidence linking the history of colonialism and oppression of Indigenous people to the high rates of rape and child sexual abuse experienced by this population today, it is less understood how colonial processes, past and present, condition the decision to disclose or report victimization. Drawing on a survivorship storytelling study of rural Alaska Native survivors of child sexual abuse, this paper underscores the importance of centering colonialism in understanding the culture of silence surrounding sexual victimization among Indigenous people. Results show that reasons for non-disclosure are quite embedded within larger social, historical and political themes of colonialism, oppression, and marginalization. Implications for policy and praxes are discussed, as well as a broader mandate of social change to remove barriers to disclosure.  相似文献
